UNIVERSITY OF AGRICULTURE FAISALABAD EMPLOYEES (REVISED BASIC PAY SCALES AND ALLOWANCES) (BS 1 TO 22) STATUTES, 2008

THE UNIVERSITY OF AGRICULTURE FAISALABAD EMPLOYEES (REVISED BASIC PAY SCALES AND ALLOWANCES) (BS 1 TO 22) STATUTES, 2008
WHEREAS it is expedient to further revise the University of Agriculture Faisalabad Employees, (Revised Basic Pay Scales, Allowances and Pension) (BS-1 to 22) Statutes, 2007 in the manner hereinafter appearing.

NOW, therefore, in exercise of the powers vested in him under Section 11(5) of the
University of Agriculture Faisalabad Act, 1973, read with Section 30(2)(ii) ibid the Chancellor, University of Agriculture, Faisalabad is pleased to approve the following Statutes:-
1.               Short Title and Commencement:- (1) These Statutes may be called The University of Agriculture Faisalabad Employees (Revised Basic Pay Scales and Allowances) (BS 1 To 22) Statutes, 2008.
(2)             These Statutes shall take effect from 1st  July, 2008.
(3)             In these Statutes, unless there is anything repugnant in the subject or context:
(a)             “Existing Pay” means the pay that an existing employee was in receipt of on 30th June, 2008 in the existing  University of Agriculture Faisalabad Employees (Revised Basic Pay Scales, Allowances and Pension) (BS 1- 22) Statutes, 2007.
(b)             “Existing Employee” means an employee who has been in the University Service before 30th June, 2008.
(c)              “The Adjusted Basic Pay Scales 2008” means the scales of pay specified in Annexure appended to these Statutes.  
(d)             “Employee “means the employee of University of Agriculture, Faisalabad.
2.               Applicability:- All existing University employees shall get the Adjusted Basic Pay Scales 2008 as shown in Annexure in replacement of the University of Agriculture Faisalabad Employees ( Revised Basic Pay Scales, Allowances & Pension) (BS 1 To 22) Statutes,  2007.
3.               Fixation of Pay of the Existing Employees:- (1) The basic pay of an employee in service as on 30-6-2008 shall be fixed in the adjusted basic pay scales on point to point basis i.e. at the stage corresponding to that occupied by him above the minimum of (Revised Basic Pay Scales, Allowances & Allowances) Statutes, 2007.
(2) In case of Personal Pay being drawn by an employee as part of his basic pay beyond the maximum of his scale on 30.06.2008, he will continue to draw such pay in the Adjusted Basic Pay Scales, 2008 at the revised rates.
4.               Fixation of Pay of the Existing Contract Employees:- (1) Contract employees whose appointments have been made in the prescribed pay scales of the posts and are drawing salary in the (RBPS & Allowances) BS-1 to 22) Statutes, 2008 with effect from 01.07.2008 in the prescribed manner.
(2)   An increase at the rate of 20% on initial of the pay shall be allowed to the contractual appointees as “Special Allowance” who are in receipt of pay package slightly higher than the standard pay package prescribed under the Contract Appointment Policy dated 29.12.2004.
(3)   Contract employees who have been allowed Special Pay Package with lucrative pay
(i.e. pay considerably higher than the pay scale of the post including Special House Rent Allowance/Utility charges etc.) will continue to be governed by the existing terms & conditions as laid down in the document of their contract appointment.
5.               Annual Increment:- Annual increment shall continue to be admissible subject to the existing conditions, on 1st of December each year. However, the first annual increment of existing employees in Adjusted Pay Scales, in which their pay is fixed on 01.07.2008, shall accrue on the 1st December, 2008.
6.               Special Additional  Allowance, Special Relief Allowance, Adhoc Relief and Dearness Allowance:- The Special Additional Allowance, Special Relief Allowance, Ad-hoc Relief shall continue to be admissible at frozen level on existing conditions.
7.               Medical Allowance:- Medical Allowance shall be admissible @ Rs. 500/- p.m. to the Employees subject to the existing conditions. 
8.               Conveyance Allowance:-  (1) Conveyance Allowance shall be admissible on revised rate as follows:

(2) Conveyance Allowance @ Rs. 2480/- per month shall also be admissible to those BPS 20, 21 & 22 officers who are not sanctioned official vehicle.
9.               General:- (1) All the existing statutes/rules/orders on the subject shall be deemed to have been modified to the extent indicated in above.  All existing statutes/rules/orders not so modified shall continue to be in force under adjusted basic pay scales 2008.
(2) Any instructions, revision and addition made by the Government of the Punjab in Pay Scales announced by the Government in later stage, will automatically become a part of these Statutes.
